Hagen joined NY Fire Consultants and NY Fire Safety Institute in the summer of 2017. He has previous teaching experience as an instructor with the City University of New York (CUNY) School of Professional Studies. In this capacity, he prepared employees in city government for emergency sheltering roles in the event the NYC Emergency Management activates the City’s Coastal Storm Plan. His specialized training includes being a leadership instructor at the FDNY’s Front Line Supervisors training program for newly promoted NYC and NYS fire officers, an instructor for NYC Emergency Management’s Community Emergency Response Team (CERT) program, a member of the FDNY Incident Management Team serving as Public Information Officer, a FDNY Hazardous Materials Technician, a FDNY Special Operations Support Ladder Officer, a New York State Fire Service Instructor and a NY State Certified First Responder (medical emergencies). Hagen also obtained a Masters of Public Administration, Baruch College – City University of New York and a Bachelor of Science at Ithaca College.
Accomplishments/Professional Experience:

- Expanding on the work with NYC, developed and delivered training programs to Westchester County municipal employees and volunteers of partner non-profit organizations to manage emergency shelters in the event a major coastal storm or other emergency requiring public sheltering threatens these districts. In addition, developed and delivered Train-the-Trainer courses and field response guides to ensure these programs are self-sustaining. Have assisted with the facilitation of local and regional disaster response drills.
- In the mid-1990’s, while working for the American Red Cross in Greater New York, managed the organization’s disaster training and national deployment programs, mentoring staff in various emergency services disciplines. Also supervised the daily operations of the Disaster Services department, which responded to both small and large-scale emergencies and disasters throughout NYC region. As a Red Cross employee, responded to a number of national disaster operations to include TWA Flight 800 and Super Typhoon Paka in Guam, USA.
- Experience in the private sector in the areas of project management, disaster recovery and business continuity planning. While with Shearman & Sterling, a global law firm headquartered in NYC, developed strategies to mitigate and recover operations following significant business disruptions. Coordinated notification, response and communications during system outages and facility emergencies. Prepared the firm’s business continuity plan for Y2K as well as its response to a major strike of NYC transit workers which threatened the operations of the NYC public transit system.
